A fire bender can use defensive abilities to protect themselves, but it requires a level of thought and innovation that an airbender may not need to be on the defensive. And vice versa. Because of this firebending seems OP because it inherently is more agressive and offensive. What many dont see is that while its very strong offensively. It lacks inherent defense. In that light airbending could be see as way more OP because the airbender is practically intouchable due to their agility and movement.
It makes perfect sense for the fire nation to have overwhelming power even against their weakness of water considering they've been training for war and conquest for that long.

water has the obvious advantage of putting out fires, but at least in this case the fure bender can heat up their fire and attempt to evaporate the water supply, unfortunately they would need to be a high level bending master to take out a water bender thats even mediocre
and air bending counters fire bending by just taking away the oxygen, fires cant burn for long without oxygen
fire bending is strong, but its easily countered by other bending elements, which is why they used heavy machinery and weaponry other than fire bending to take down the other nations, because if they hadnt they would have lacked any real way to deal with them
